Homeland Security Detection Technology Key to Future Threat Reduction

The recent
indictment of the three men alleged to have been involved in a terrorist plot to
attack several financial institutions in New York, Washington and New Jersey,
serves as a strong reminder of the potential threats that face this nation. The
targeted buildings have been identified by officials as the New York Stock
Exchange and
Citigroup
Center
, the World Bank, the
International Monetary Fund and Prudential headquarters, all of which were
believed to have been under surveillance by the alleged terrorists between
August 2000 and April 2001.
Dhiren Barot, Nadeem Tarmohamed and Qaisar Shaffi haved been
charged on four counts, the most serious being conspiracy to use weapons of mass
destruction which the indictment lists as improvised explosive devices and
bombs. The conspiracy, according to Deputy Attorney General James Comey, was
still active up until August 2004, even though the indictment itself does not
point towards the suspects’ involvement after April 2001.
The plot was revealed by Pakistani investigators through
their seizure of the suspects’ computers which contained information on the
U.S.
surveillance. This discovery
was passed along to British officials who then arrested eight men, three of
which were the recently indicted suspects.
The prioritization by Homeland Security and the Department of
Defense for equipping the nation with technology that can identify such threats
before they materialize is exemplified by the Bush Administration’s FY 2006
budget request, which indicates explosives
detection and bioterrorism defenses as key areas for increased funding and
development.
