USNORTHCOM’s
Determined Promise 04 (DP04) will test the organization’s ability to
provide assistance to civil and federal authorities in
California
and
Virginia
through a coordinated response
during chemical, radiological, and explosive hazards simulations.
The
exercises will involve 1,777 military members in three U.S. States and two
Canadian provinces. The Virginia National Guard, under Governor Mark
Warner, will deploy 303 people to the
Hampton
Roads/
Norfolk
area. California Governor
Arnold Schwarzenegger will deploy 52 California National Guard personnel to
Los Angeles
,
Ventura
County
, and
San Diego
. The Federal Emergency
Management Agency (FEMA) will deploy 100 people to sites in
Virginia
and
Virginia
's Department of Emergency
Management will be a major participant in this multi-state mass casualty
exercise. The
Virginia
exercise will involve federal,
State, local, and private sector teams. This exercise will test the
abilities of Virginia's emergency managers and first responders to handle
more than 12,000 deaths and 62,000 serious injuries caused by simultaneous
"terrorist" attacks on a cruise ship, a major auto race, a bridge,
and two tunnels in Hampton Roads; a large suburban
Richmond
shopping complex; and a
Richmond
area elementary school.

exercise and will provide a full
report after the exercise is complete on Friday, August 6.
California
's Golden Guardian 04 (GG 04) will
activate the State’s incident command structure and the Governor's Office
of Emergency Services (OES)
State
Operations
Center
in
Sacramento
. Joint Information Centers
will be activated in
Los Angeles
and
Sacramento
to ensure the public is being
informed properly. State and federal partners --
including the FBI, ATF, DoD, Department of Energy, the California
National Guard Civil Support Teams, Federal Emergency Management Agency (FEMA)
-- will participate in the full-scale exercise.
The
experience takes on an international aspect with Amalgam Virgo 04 (AV 04),
which will take place in eastern and western
Canada
,
Oregon
,
Southern California
, and the Gulf of Mexico/Florida
panhandle. This exercise evaluates NORAD in live and simulated exercises
with a focus on air piracy, airborne terrorism, and cruise missile/ unmanned
aerial vehicle (UAV) defense.

journalism, and marketing/communications to her work with ECON. For more than
three decades she has provided marketing/communications consulting services and
writing/editing services to companies in the high tech, biotech, financial,
medical, and legal fields.
Her recent work as Acting Executive Director of the
Alliance
for
Homeland Security gave her invaluable background, experience, and contacts in
the areas of homeland defense and security. Miss Whitney’s degree in Economics
is from Columbia
University
(she began
as a Biology major, however, and has maintained a lifelong interest in science,
technology, and medicine).
